Determines if the maximum load has been achieved for the time-step

This limiter allows activities to determine if the carry limit has been achieved in the given time-step (month) when a number of activities are performing tasks that involve carrying resources (e.g. cut and carry pasture or crop, collect manure).

The following parameters are used to define this activity

The weight limit for carrying in kg dry material per day for each month. This is provided as a comma separated list of 12 values.
