Fixed this, see revision 341

Created a disable when InToolbox for Actions.xml , used it to disable the "Options" option in the ContextMenu for the datatree so that you can only add toolboxes from the simulation datatree not from a toolbox datatree.

Real problem to get the context menu in the datatree to acknowledge the datatree as its parent. Eventually gave up and found another way around it. In the long run we should figure this out.

Fixed but now get object not set to instance error.

in the Options window, the link to create a new toolbox, add a folder, remove a folder do not work.
