| Fixed CLOCK so that it produces an error in the summary file when the start date is > end date. I coulnd't reproduce the "Windows error"

| Hamish brown had a simulation where he accidentally had the start date after the end date. The simulation ran, but bombed at some time period with a windows error and no reason indication of the cause of the error. In fact, I have no idea how we managed to track it down. We should try and reproduce this and fix it. Or at least, we should test for sensible dates.
